Do I apply as a Programme or Partner Country student?
If a student has citizenship in one of the following countries, they are considered Programme country students and should apply under this category.
- Member states of the European Union: Austria,Belgium, Bulgaria, Czech Republic, Denmark, Germany, Estonia, Ireland, Greece, Spain, France, Croatia, Italy, Cyprus, Latvia, Lithuania, Luxembourg, Hungary, Malta, Netherlands, Poland, Portugal, Romania, Slovenia, Slovakia, Finland, Sweden
- Non EU Programme countries: Republic of North Macedonia, Serbia, Iceland, Liechtenstein, Norway, Turkey.
If a student has citizenship in one of the following countries, then they are Partner Country students and should apply as such.

Students who have dual nationalities in a Programme and a Partner Country must specifiy under which category they will be applying for.
IMPORTANT: The 12 month Rule.
Partner Country students who have resided or carried out their main activity (work, studies, or training) in a Programme Country for more than 12 months in the five years immediately preceding the application deadline are considered as Programme Country students. In the case of students with a double nationality, the 12-month rule takes precedence and they must apply as Programme students if it applies to their case.
